Transom Shift cable adjustment measurement 1989 2.3

Hi Folks,
I have a 1989 OMC 2.3 and am unfortunately getting very experienced in adjusting my shift system. I have a factory manual, parts list and Stuart Hastings notes (extrememly helpful). I am close, but now have removed my drive (again) because I suspect my 7 5/8" transom shift cable dimension did not stay true (somehow) and I never performed the 2.5 lbs cable drag test, so its back to the beginning for me. My question is this: I have a new transom shift cable installed and the new one has a brass nut on the engine end next to the cable housing end (between the end of the housing and the barrel trunion). Is the measurement of 7 5/8" between the hole center at the cable end and the actual brass cable housing end, or is it from the hole center to the nut with the nut tightened down on the housing? The difference is obviously the thickness of the nut, but that is beyond the +- 1/32" tolerance critical to the adjustment.
