How do I set the TPS adjustment on a 2004, 90hp Mercury four stroke?

What should the fuel pressure be comin out of the pump? My guage reads 0psi at crankin speed.

ok well 0 psi is not good
check all fuses
if you need the factory service manual you can email me and i will just give you the certain sections


Key Switch "ON" ‑ During First Three Seconds 300 kPa (43.5 psi)
Key Switch "ON" ‑ After First Three Seconds 260 kPa (37.7 psi)
Engine Running ‑ After 5 Minutes 230 kPa (33.4 psi)

Throttle Position Sensor ‑ Output Voltage @ 650 ‑ 750 RPM 0.8 ‑ 1.2 V

Well, I thought I would replace the fuel pump, but i would like to know if the TPS is set right because if I understand right. the TPS is how the timing gets electronicly advanced, depending on "throttle possition"!

And an '04 carb 90 4 stroke does have a TPS! Part #804298T.
