Torque of Bolts/Procedure 1980 70hp

I am about to change the water jacket gasket and head gasket on my 1980 3cyl 70hp Johnson outboard motor.What is the proper procedure in tightening these bolts and what torque should be applied on 1/4 and 5/16 bolts. Thank You.
