Too much fuel!

Hello gents!

This is my first time on the forum and it looks like just the place I'm looking for. I have a little 20 foot Kenner CC with a ( 2001 ) 115 Merc Salty. It's been a great motor but recently it's been giving me trouble.

The boat starts fine but not long after idling you can really smell the fuel and it dies out. The fuel is good. If you throttle up, the motor won't die but after about 10 minutes of running up on plane at speed, the same thing...strong smell of fuel and the motor bogs down to a crawl. This thing is just getting too much fuel for some reason. When I pull the cowling off and the plastic cover over the carb inlets, the sea foam green fuel/oil mix is visibly dripping out.

The "idle" arm screw, I will admit, is "stuck" in place from salt corrosion but the boat idled fine before it seized up. What do I need to do to adjust the fuel flow to the carbs and is there a way to check to see if it is correct? Thanks fellas
 
The carbs probably just need a basic rebuild with carb kits. Not a huge deal. Set the jets to 1.5 turns.
