i have a 3 hp evinrude it starts on fast but when i idle it down it stalls. i have rebuilt the carb,what else could it be. i help.

You do not say what year or model number. They made 3 hp models in ALL THESE YEARS

You have rebuilt the carb, but have you correctly set and adjusted the carb mixture needle(s). See Joe Reeves' instructions HERE

Does playing the choke control help to keep it running? If it does then you still do not have the carb clean.
