Tohatsu 9.8 hard to pull starter

Got a Tohatsu 9.8 as part of a boat purchase. When it showed up it had been laid in the back of a truck with the “this side up for storage” sticker down and it had leaked oil everywhere. I drained all the oil and refilled it, pulled the plugs and turned it over and not surprisingly oil shot out of the plug holes. I kept it up for a while until nothing was coming out. I put in new plugs and pulled the starter cord and it comes out about 6 inches then becomes very difficult. I hooked up the electric starter and tried that (read in another thread I might just be weak) and it wouldn’t turn it over. It is sitting upright now to hopefully drain out any oil and gummed up other things. The previous owner said it ran just fine before the person that transported it for me grabbed it. I admittedly have not checked the exhaust ports yet just ran out of time. Any thoughts on other things to troubleshoot tomorrow?
 
Pull the new plugs and pull it over a few more times. Make sure the starter lock isn't engaged.
 
Update l. Let it sit overnight. Seemed like maybe there was too much oil in it after everything drained so I changed the oil. Pulled the plugs and pulled the starter about 20 times. Replaced the plugs and it was easier to pull. Hooked it up to the battery and tried t run the electric starter but it didn’t have enough power to turn it over. Without the plugs it spins it perfect but as soon as the plugs are in it will barely moved before it stops. Hooked up the fuel and tried to pull start but no luck. It is getting fuel and spark. Pulled the plugs again and they had oil all over them. Any ideas other than ripping the whole thing apart?
 
Get the oil out. Charge your battery. Crank with electric with plugs out. Reinstall plugs. Test.
