Tohatsu 15hp sputtering

hi all, i have a tohatsu m15d2 351a 15hp 2 stroke. given to me by my dad. ran it for the first time last week on the water. it ran fine until i went full throttle, then it bogged out and died. i tried a few times by slowly going to full throttle, but every time i went full it died. i could cruise around no problem at about 2/3- 3/4 throttle. i thought maybe it was a fuel line issue, but talked to a few people and they suggested i look at the jets in the carb. i watched a few videos, and carefully removed the carb and disassembled it. i found a few deposits on the float casing, but no dirt in in any orifices. i cleaned the fuel filter, put every thing back together. i replaced a hose clamp on the fuel line at the gas tank that felt loose. i dont know if the jets had a certain setting that i messed up but the motor sputters very badly now and stalls out constantly now. my dad thought the original problem was a bad fuel bulb which im going to replace, but i need help figuring out why its sputtering after i had the carb apart. i pulled the spark plugs and they were black but not crusty. please help.
 
Verify the fuel, electrical, and mechanical systems -- in that order.
Start with the adjustable pilot screw at about 2 turns out. Then adjust per the Factory service manual.
Float height must be correct.
Confirm no air leaks in the fuel line (it is under suction when running).
Make sure you have the correct plugs, properly gapped. New ones never hurt.
Confirm WOT timing.
Make sure you are running 50:1 fuel/oil mix.
