TnT wires

So finally getting around to fixing the trim and tilt switch back to the remote handle and found the break. I have enough wire to splice (solder/shrinkwrap) but am trying to figure out if there is supposed to be slack in these wires or if the plastic piece at the base of the spline is supposed to move or what will actually keep this from breaking again? How was this supposed to be from the factory?

I thought the wires made 1 complete wrap around the shaft. That's the was I remember the concealed side mount controllers & I don't see any reason a binnacle would be different.

The plastic where the wires come out just above the splined shaft was stuck and it now moves when shifting so I put it back together the way it came apart. Not saying that is the way it came from merc, but that’s how it came to me. Hopefully stays together but worst case there is more wire to work with for next time
