TLRX 70 will not Rev under load

Help! I have done everthing to this motor and i am about to drop it in the ocean. I have rebuilt the carbs, new jets, changed 2 cycle oil with new, draned fuel and put new, checked timing, everything!

the motor sounds great on the trailer revs good, but as soon as i put it in the water and get a load on it, 2500 RPMs is all i get. almost like there is a safty swich that will not let it go.

Motors will rev up on 2 cylinders on the trailer and that proves little or nothing !-----From far away we can not tell why it is not producing power.---Is this something that developed all of a sudden ? --Is this something that gradually got worse ?---Did this unit sit for a long time ?-------------Have you checked reed valves ?-----So post more information , such as the results of a compression test. -Post the results of a spark check, as in do you have spark on all cylinders that will jump a gap of 7/16".
 
we bought the boat from someone so we dont know too much about the passed. this has been an on going issue, it has been the problem through all of the work we have done to the motor. we do suspect that the motor has sat for some time. we have replaced the reed valves, fuel pump diaphragm, compression is around 120 per cyclender, and got a great spark.
