Tj90tlets won't shift and RMPS go through the roof

My Tj90tlets has done this twice. I am coming into the dock it will not shift into reverse and the RPMs go to 6K. When you turn the key off and refire the engine it like it is in gear and the RPMs spike. I am sure it is in the linkage but I am not sure what is causing it. When I took the boat out shifting was fin and it ran like a champ. Any ideas????

Remove cables at the engine.-----Put motor in nuetral.----Set throttle to idle at the motor.---Supply cooling water to the pump.---Start engine.------Shift to forward and then to reverse.----Report what you see.-----Any work done to the motor , possibly the water pump ?------Is it a jet by any chance ?
 
Well when I tell you what it was you will not believe me. The carb cover gasket was stuck in the carb and would allow it to close. I guess running it sucked in and would allow it to close. Putting everything back together I got the cables backwards.
