"Fuel can not flow back to the tank from the carb--any carb. It might go back from the fuel pump (unlikely) but that's not the problem. After a week both carbs on my boat are empty! I solved the problem with a setup my buddy uses on his race car: a small electric pump that shoots a small stream of gas into the secondary barrels of the carbs. Motors fire immediately, the fuel pump starts refilling the carbs, and they keep running without a hiccup. (The trick is to add a bit of throttle and NOT pump the gas.)
And it's all USCG legal!
