Timing problems

I have a 97 evinrude TLEUM 70 hp the inanition timing will not go below 2deg before tdc at idle with the screw backed right off, should be 4 deg atdc at full throttle the timing is about 27 deg btdc should be 17 degthe quick start seems to be engaged all the time. Do I need a new power pack or could it be some other problem. thank you for any help.
