Timing issue 6hp evinrude

I got an old 6hp venture model number 6604 A. Replaced everything on the magneto plate(coils, condensers and points), new plug wires and new spark plugs. I have set point gaps to .02 like it says. I used an inline spark tester and get spark but can’t get it to turn over. Every 10th pull or so I will get a loud pop like it’s out of time and I’m not sure which direction to look for solutions. Online everyone says set the point contact with the “top” indicator on the cam but it dosent seem to set the timing right

Set the points gap when the wiper is on the highest point of the cam, ie when the gap is at its maximum.

TOP is stamped on the cam to ensure it is fitted the right way up.
 
Does spark jump a gap of 5/16" on both leads , yes or no ?----Did you remove the magneto plate to put / screw wires into the new coils ?----Did you set the new coils correctly to establish proper air gap with flywheel magnets ?
