Timing and carburator linkage sync

Rebuilt 1995 6hp Evinrude and now need to do whatever timing and sync necessary. I'm familiar with doing so with older breaker points and condenser - but not newer tech. Is timing something that has to be done - or is it determined by flywheel key? How do I sync spark-carburetor? Any how-tos, videos, other guidance available?
 
Trying to figure out the same thing for a 1979 Johnson. If I find something I'll let you know. Please do the same.
 
On these motors you should not have to make any adjustments to timing in any way.------That is unless someone messed with it before work started.----------Give more details on what has been done !!
 
So far I did things backwards. I fired it up and it runs but it sometimes sounds like it's running on one cylinder. I then pulled the carb and soaked it overnight, blew it out with carb cleaner and then compressed air. I did not remove the welch plugs as I didn't have any to replace them with. I did replace the low speed packing with 2 new packing washers and the plastic washer. I made a tool to pull the orifice plug and pulled it and make sure everything was cleaned out good. Fired it up again and it ran about the same.
It will stay running at about 2/3's throttle all day long and sounds pretty good but if I drop the revs it dies. I also noticed that there is fuel sitting the front of the carb where the choke butterfly is. Not sure what that's about.
I then decided to follow the instructions I found on this site as to order of checking things.
Compression -> Spark -> Sync -> Fuel

Compression gauge didn't work for me so time to get another. it showed 25 lbs on both cylinders which is wrong. Tested another similar motor with the same results so the gauge is obviously bad or I'm doing something wrong but I figure the compression must be fine if it's running OK at at least one RPM range (could be wrong but will borrow a compression tester and try again).

I then used a spark gap tester and set it at 5/16ths and had someone watch while I pull started. They said there was a decent spark each pull for both cylinders.
If there is a decent spark getting to the spark plugs and they have been replaced, does that mean it's fuel related ?
