"Your tilt is power up & power down and most do not have limit switching, also the only way the unit would not raise if you were low on fluid is if it were dead dry of oil, but then the pump would make one heck of a noise, it would cavitate to beat the band. you have already proven it is not a relay, so remove one wire off the power side of your up relay, with a test light or multi meter check for voltage 12 vdc or better a those points, most likley, according to your discription that is where the problem lay, the neg is common to both relays so you will need to test the wire from the up side of your switch for continuity, then test the up side of your switch, and not sound or cause problems for fellow members, but!!! to here the relay click only means that it's closing, it does not mean that the contacts are transfering current. I have been working on battery operated fork lifts for over 20 yrs and found the as little as 2 ohm resistance will cause enough of a voltage drop as to prevent full voltage to the coil inside the relay, having said that when a switch is fired you will then activate 2 functions, 1 coil relay and 2 the pump motor, which will increace volatage drop, so in my opinon the problem is the positive wire from the up side of your switch or the switch itself.
