tilt tube

Yes heat it up and a hammer will NOT help.It will expand the end and it will never come through the tube.
Get a small propane torch and a hose or fire extinguisher(lots of grease).
Heat it slowly and push back and forth on the motor and have someone in the boat holding pressure on the wheel.
Try'n to force it from the wheel could cause damage to the steering,so don't overdo the pressure.
You can heat the tube and apply lots of pressure to the motor, back and forth and undo the big nut and start spraying WD-40 on both ends.
Let us know how it came out.J

If you want to / need to salvage the steering system. Then remove tilt tube along with the cable.--------------Use mini-grinder to split the tube.------Remove salvaged cable.----------------------New / used tilt tube is cheap.

I replaced the steering on my 75 hp last week and it was frozen as well. All you have to do is remove the steering arm then undo the nut holding the cable in place, check for clearance on the removal side (make sure you can get the rod out without removing the motor) my boat has a cutout that allows for this. If the rod is jamed tap it out I had to use a long sockett extention fed into the tube and tapped it out with a hammer. I hear people say that you shouldnt do this but it worked perfectly for me. The reason the rod was frozen was dryed grease on the inside of the tube siezed it up. When I put the tube back in I used marine grease on the tube before I installed it. Works perfect now. The inside of the tube is barron except for the rod your trying to get out so dont be afraid of tapping firmly. Mine was stuck firm and I was worried I might break somthing. DON'T WORRY

Usuing a hammer can expand the end of the cable and can cause damage to the cable and the tilt tube.
A damaged tilt tube can cause hard steering and binding.
It can be done without the hammer. Why buy parts when you don't need too. Most siezures come from old grease and a new cable isin't necessary, unless you damage it.
Use whit lithium and WD-40. White lithium on the shaft then when you use the boat spray the shaft with WD.I keep a can of WD on my dash and use it on lots of stuff(canvas snaps, fishing reels, ignition switch etc.)J
