tilt & trim problems

I’m having trouble with the tilt & trim on my 2000 40 hp 4stroke. I can’t figure out if it’s just needing fluid or the motor has went bad. Any suggestions would be greatly appreciated!

That’s what i’m Trying to figure out,and hoping someone on this forum could help me out.

I’m having trouble getting fluid into the tilt & trim unit & then when I do get a little fluid in it will work a little ,but is very slow.
