Tilt pin question

i dont much about outboards bu

i dont much about outboards but just went off what my dad taught me. what exactly is the deal with the tilt pin. i have the whole level thing down but notice that when in gear the clips dont lock onto the pin. when i put the motor in nuetral the clips lock onto the pin and you cant raise the engine up. so when loading you have to turn the engine off and engage the outboard to unlock from the pin. is this the norm or something i am missing. outboard is a 55e mariner. serial is 663 L 316107. built in 1984 by yamaha.

"Jim, that's normal. It's designed that way so that when you are in forward gear if you happen to hit something with the lower unit you have less chance of damaging it since it will "tilt".

When in neutral and reverse it locks. If it didn't lock in reverse the motor would climb out of the water on you..."
