The power tilt on my motor wor

The power tilt on my motor works but at times it moves a very little bit. Yesterday I went out and all was fine. Stopped to fish. Went to tilt up motor and it moved a fraction of an inch it seemed. About every 5 min I would try it and it would move up a little. After a point( motor about 2/3 up it started working fine and had full power. This has happened a couple of times. Can anyone tell what to check first. thanks in advance.
