Tilt gauge stays up

"i have a 99 212 rinker captiva openbow, the tilt gauge on the dash seems to be stuck in the up postion, i can lower the outdrive & the needle goes down a little, but the up & trailiering won't work, i replaceed the 20amp fuse in the engine compartment, is it the gauge? 5.7 efi motor."

try banging the gauge as this

try banging the gauge as this may be like my trim and tilt gauge it gets stuck but if i bang it with the palm of my hand it normaly frees up and worjks
