Tilt and trim problem please help

1989 Mercury 40hp Classic #C0202083
I replaced electric motor and it will only move up and down a few inches. Motor stops running after moving outboard up a few inches. Sounds as if it binds up when it stops. Relays are working. Getting 13 volts at motor. When I disconnect hydraulic shaft from outboard it runs fine. It will go up and down all the way with no weight of the outboard and motor sounds ok ?? I have replaced the o-rings on the manual release valve with no change. PLEASE HELP !! Its the motor with square reservoir on bottom of motor w yellow plug

So if you disconnect the ram from the motor you get the full travel up/down with the ram no issue?

If so, did you try and tilt the motor by hand with the ram disconnected?? You might have a badly seized bracket.

Yes I get full travel when ram disconnected. Motor sounds fine . Yes motor tilts with ease up and down when disconnected also. Its like it works fine in the "trim" range but will not push motor past that to "tilt" range. Sound like it hits resistance up or down except for the 3-4 inches it moves ??. When it stops I have to turn manual release valve to let motor fall all the way down before motor will work again.
 
Can we assume the pump fluid is clean and full? Wiring is in good condition, terminals are clean and tight and the battery is good, fully charged and holds at 12.9 - 13.2 volts w/o dropping slowly over a few minutes?
