Tilt and Trim only going down

I have a 1996 48 SPL. The trim motor will only lower and must be manually raised. Both relays are working and it sounds as if it works but no lift. When I lift it manually it will stay up indefinitely until I lower it with the switch. I'm getting ready to either give up on this motor or give up on Marine Mechanics...

Is the trip motor running in the up position or relay just clicking?
If running, check fluid level. If clicking, than a bad relay. Relays should be situated one above the other. Top one is "up" & lower is "down". Only top relay will energize for up operation but lower will must pass ground when relaxed.
So, down relay can have bad contacts yet cause up to fail.

If you weren't looking at it, it would sound the same as when it works while lowering it. No clicking just the hum of the motor with no upwards lift.

Lift all the way by hand then check fluid level. Should be full to the threads.
