Tilt and Trim goes down but not up

"Have a 1982, 90hp evinrude. tilt will let motor down but will not lift. It looks like there is a relay box mounted on transom.

Could there be an issue there or would it be in the tilt motor? There is a clicking in the box when switch is depressed into the up position.

"Trace the wires from the PTT

"Trace the wires from the PTT electric motor back to the black plastic junction box There will be two relays within that box. Switch the relays. If the problem is now reversed.... raises but will not lower, one of the relays is bad."
