Tides dripless shaft seal leaking

My seal is leaking between the blue rubber tube and the black shaft seal housing. I have two heavy duty high vibration hose clamps on the tube & seal. I have cranked down on them pretty hard and it still leaks. But less. I am having the boat pulled out next week and will inspect. Any ideas why this would leak at the blue rubber tube? The tube is pretty heavy duty along with the shaft seal housing. I can't imagine the shaft seal housing collapsing. I have a spare. If I need to replace, how do I drop the shaft? I have 7.4 inboard V drive with Hurth trannies. I see the bolts & pin on a coupling. Can be as simple as removing the bolts?
 
You'll most likely need a shaft puller to get it out of the coupler (a heavy duty slide hammer that screws on to the prop nut threads). Clean the end of the shaft and the inside of the coupler before you try to put it back together. The usual way is to remove the coupler, and fasten to the shaft first, check alignment, then bolt the coupler and shaft to the flange, but you should be able to do it without removing the coupler if it is the right design. When you're done with the tube, get a partner on the end of the shaft to tap it into the coupler by putting the prop nuts on and placing a 2x4 over them and hit with a hammer while you watch it go into the coupler. If you cleaned it properly (gently with emery cloth), it should go in OK. If you can't get a removal tool, there is another way but more work and time consuming.
