if you have a honda control box mounted on top of your helm, you will have to remove the black plastic cover. Once you have that off, there is a friction adjustment with a slot for a standard screwdriver. It is located on the stern side of the shifter. It will probably feel a little loose but will tighten as you screw it in. Tighten until you get the friction that you want. Be sure not to mistake it for the stop adjustments on the other side of the box. They have a nut to lock them down...leave those alone.
Check p52 of the owner's manual. http://marine.honda.com/pdf/manuals/00x31zy66110kit.pdf
hope that helps.
