Throttle/Shifter Jammed

My Whaler 150 Montauk 2008, has a 60 HP Mercury 4 stroke that came with the boat. Out if nowhere, the throttle/shifter is jammed in the neutral position, and cannot be moved to either forward or reverse. Only can be moved by pressing the button on the side, which does not activate forward/reverse. I had one repair tech check the linkage, but found no breakage or disconnect. Another suggested it may be a problem in the lower unit. When he changed the lower unit oil during winterization, he said it showed some water, suggesting a seal/gear problem.
Anyone else have experience, or suggestions for this problem? Thanks!
 
Disconnect your shift cable at the engine and shift into gears by hand, kick the prop slightly so shifting into gears can be easier. If you can shift it into gears, then the problem is in your control box. If you still cannot shift it, then the problem is in your lower unit.
