throttle problem

Once again, another problem.

1973 115hp johnson (115esl73m)

Cleaned carbs twice (2nd time I let soak in cleaner fluid) the gaskets are pretty ****ty and are still on (never removed yet), bought some gasket material and will be making gaskets later.

So, she starts up.. when she's in the water she shifts fine, idles fine, etc.
When I give her gas she sounds like she's drowning (gurgling) she doesn't die. So idk what's going on.
I put the throttle all the way forward to gun it, she gurgles. But every once in a while she will go like she's supposed to.

I take her out of water and gun in and it seems fine.

This boat hasn't been well taken care of and I'm going to assume it's got something to do with the gearcase(needs cleaning). Could it be that, or the carbs gaskets?
 
Never rev the engine up without a load on the prop it takes alot less fuel and the oil is mixed with the fuel. Reving it up out of the water tells you absolutely nothing. With the engine off put it in forward gear and then advance the throttle to WOT and look in the carbs. The throttle butterflys should be fully open? Have you checked engine sync and is the follower roller in good shape. Take it back to slow and slowly advance the throttle until the line on the throttle cam is center with the follower roller. the carbs should still be fully closed and as you advance the throttle the carbs should just begin to open. Do the carbs open at exactly the same time?

Are the first set of Flys supposed to be open or closed?
Like when I push key in, it closes them, and let key go it opens them. There is the choke lever on the front of the engine that manually opens and closes the first set of flys. Should they be on manual open or close?

You only need to choke it for a few seconds on a cold start and maybe feather it a couple times until it idles on its own and remain fully open the rest of the day. Check the throttle butterflys are fully closed and check engine sync as stated above. I`m suprised it didnt kill it with the choke butterflys fully closed it probably helped scour the jets :) You can also damage the prop spinning it at high RPMs out of the water just a FYI. Flush the motor on the muffs after each use at high idle, rin it for a bit and disconnect the fuel line and just let it run out of gas. Check the gearoil regularly and never start it without water to the impeller for even a few seconds. I keep a oil can handy with gearoil, pull the top plug and then just bottom drain a little oil out and look for water. If no water just top it off with the upper hole. If you get water it needs to be fixed. If you get freezing temps make sure the gearcase is water free and full of good oil.

Sometimes when I take her out, she has no problem getting up to speed, starting, idling, etc.
She only gives me problems sometimes..
Trying to get her ready to sell and don't want her to give problem at the dock at time of sell.

I paid 315$ for the boat
