Throttle plate/Throttle cable adjustment

New to forum and looking for some direction,First up I have 2005 BF 150 mounted on a 21 sea chaser 17 p prop that is new to me. I have an issue that most Honda owners come across sooner or later.I cannot get over 4500 RPM at full throttle trimmed properly and am going about 29 mph,I've changed plugs, water/fuel separator and HP filter and gained a bit to what I'm at now. My next area of concern is the throttle, I've checked the throttle plate with throttle all the way down and the plate is not fully open I have about 1/4 left till fully open.Should it be perfectly horizontal?
 
Not a honda expert,but iwould think so,possible throttle linkage issue. LInc& sinc off kilter. Wait for honda dude to respond & others
 
Yes, the throttle plate should be wide open at full throttle.

First thing to check is the throttle lever on the engine (where the throttle cable is attached).

It should be all the way up against the stop.
