Throttle Controls Help Please

I have an 82 Evinrude 115 with the side mount controls. I have no throttle control at mid range but at wot or backed right off it is fine. When I go to wot the motor is slow to respond so I thought maybe stiff cables. I set up a camera on the carb linkages and moved the throttle, in mid range the carbs did not move even though I was moving the throttle. I removed the cables and could move the cable no problem by hand. I then reinstalled the cable into the controls but left it off the motor. When I moved the throttle in the mid range the cable did not move. I can't see anything broken or warn in the control box so I am at a bit of a loss. I would really like to not have to replace the box so any help would be greatly appreciated.

I would say there there is a problem in the box.--------- But the shift cable moves first and then does not move any more.-----So are you looking at the shift cable or the throttle cable here.
 
I was looking at the throttle cable both while it was attached to the throttle linkage and and when I let it move free of the linkage. I am wondering if it is the plastic cam or throttle plate in the box that is worn but I can't see anything obvious. I tried to post a pic but no luck.
 
Two things: First, the carb throttle shafts are supposed to move very little before spark advance (timer base) reaches full advance.
Secondly. I suspect you need new cables. And/or are there too many bends and curves in their routing? Every bend and curve is detrimental. S-curves are especially bad.
 
This lack of movement is after the spark advance has fully advanced. There is no ability to control the rpm instantly with it after full advance and before wot. When you back off the throttle there is no response until the throttle is backed off enough to retard the timing again and will not respond if accelerating until the throttle is full on. The cable will literally not move.

Disconnect the control cable at the engine and see if the cable moves smooth in all positions have someone provide resistance on the cable end in both directions. If the cable is good your issue is mechanical in the engine is the follower roller present and in good condition. There is a mark on the throttle cam the butterflys should just begin to open as the mark on the cam passes center of the follower roller?
 
The carbs and linkages are all good. As I said above: I then reinstalled the cable into the controls but left it off the motor. When I moved the throttle in the mid range the cable did not move.
 
If the cable is not moving, there is too much wear or backlash in the cable. It sounds like the wear or backlash is overly affecting the movement as it goes between push and pull mode. Common causes are what I listed above. Also make sure there is no lost motion within the control box. I don't know offhand if yours requires little plastic trunnion caps where the cable lies in the pockets in the box. if it does, are they present?
