Throttle Cam 89 150 hp

I'm trying to sync the timing and carb on an 89 150 Johnson. On the throttle cam, there are 2 lines, one short and one long. According to the manuals I have, the short mark should centre over the carb roller when the carbs start to open. On my motor, the carbs don't start to open until the longer mark touches the carb roller, no matter where I set the cam follower. Also, the long mark on the cam has the word 'start' cast into it. So, should the cam follower centre over the long mark on this motor?

Look in your manuals for where throttle should open in regard to ignition timing.-----------With the motor running then find that value for the ignition timing , then adjust the cam and roller accordingly.
 
The book is saying 7 degrees for the throttle pick-up. So, 7 degrees BTDC, and the carbs should start opening at that point? That's an easy one. Thanks Racer.
