Throttle cable

When should the throttle cable begin to increase engine RPM's? I bought a 1970 Starcraft with a 66 100hp merc with the old white control unit. When I shift to forward the drive engages but the engine does not start gaining RPM's until the control handle is nearly horizontal, is that normal? I can only go to the horizontal position with the shifter because it then hits the dash. I have taken the control box apart and the throttle cable starts to move at the carbs as soon as I pull on the cable in the box. I read somewhere that my problem was probably the cable but I don't understand how it could be if there does not seem to be any play when I pull on the cable manually. Is it possible there is wear in the control box itself? Thanks for your help!

I noticed the wear on those teeth. I have two other boxes that work correctly, I will swap out both mating parts. I need to keep this box because it has been rewired and the switch moved to the dash. I'll get it changed out in the next couple days but sadly won't be able to use it now until spring. Thanks for all of your help!!!
