I just purchased a 9.8 merc, have not started it yet...(i know, should have, package deal was too good to pass up) ... the throttle cable seems to be stuck, it almost acts like the shaft that is hooked to the cable, that feeds the fuel to the carb is in a lock position. this is my first boat motor of any kind. need advice...
