Thermostat location in Mercury 1969 100 hp 1000

I am Looking for the location of the thermostat in a 1969 Merc 1000 6 cylinder outboard. I am replacing the water pump and tried to send water up the tube and it does not flow anywhere. Motor did not squirt when run on ears and pump impellor looked OK but replacing anyway. Picture or diagram not available in the manual just says locate the cover. Could it be the Tstat?

I don't see a thermostat on the parts list or parts diagrams for this model.

Not all the older Merc's had thermostats...
