thermostat and cooling issue 1983 40hp mercury

water from pee tube pulsating on 40hp 1983 mercury. Thermostat working, but no water in water jacket. New water impeller . Any suggestions appreciated. Thanks

When the impeller was replaced,was it intact? If broken were all the bits removed?
You could try dropping the lower unit,pulling the 'stat and blowing compressed air through the water passages.I was looking to see if there is a plastic seal at the top of the water tube in case it had either melted or the tube hadn't been inserted properly,but I can't see one in the parts diagram. http://www.crowleymarine.com/mercury-outboard/parts/673_150.cfm?mdl=QWD6TH Link to your motor
