This sounds like a possible issue with the TPS or wiring. You have a few free tests you can perform with a multi-meter and back-probing the wire harness connector on the TPS.
1) With the key on, confirm your sensor ground has zero ohms to a good clean block ground
2) Use your meter leads to probe the ground and power reference wire at the sensor. With the key on, make sure you're getting 5volt DC at the reference wire.
3) With the key on, probe the ground and signal wire with your meter on Volt DC. While observing your meter, move the throttle smoothly with moderate speed from idle to full throttle and back to idle. If the TPS is working properly, you should see an even, consistent change in voltage as the throttle linkage moves.
Do this troubleshooting then report back.
