Testing Neutral and Reverse solenoids on 1972 Johnson 50HP HydroElectric Drive

I've found in the forums how to wire up the switches. I've bypassed the pesky hydroelectric drive switch, but when I put 12v to the reverse or neutral solenoid, i don't hear any clicking. When I hit the starter, the propeller turns. I'm assuming that it is in FORWARD. How do I test the solenoid another way? Can I access it and apply voltage directly to see if it is stuck? I have a Clymer's manual, but I can't find reference to the solenoids in there.

Any help would be appreciated!

Motor must turn to produce OIL PRESSURE to shift this unit.-----Remove sparkplugs.----Turn ignition to " on " to apply 12 volts to neutral.----Turn flywheel with socket.-----Motor should shift to neutral after one turn.----Apply 12 volts to green and blue.----You should get reverse after 2 turns.
 
How did you establish that the pesky control switch was a problem in the first place? Anyhow, the place to start in the electrical diagnosis is at the connectors on the cable leading down to the lower unit. And proceed from there, according to what you find.
