I suppose in theory you could

I suppose in theory you could pull the lower and submerge it in water leaving just the top of the grommet above... Spin the drive shaft and make sure water comes pumping out the grommet..

That would verify that it was pumping SOMETHING... Doesn't say how well it may or may not be pumping...

Not to mention if you already have the lower pulled you might as well pull a couple more bolts and remove the housing to inspect it.

Lower unit off..... remove the water pump, only a few bolts to inspect properly."

noneed to do it....like above...inst ok..its gonna pump.."
