Testing a Solenoid primer?

I have a 1997 40 hp mercury outboard and the carb is flooding like crazy. I've changed the float and needle but did not fix it. How do I test the solenoid primer (choke) to see if it's stuck open or on?

Well figured out with the help of my wife the solenoid is fine. Going to pull the carb tomorrow and do a better check and possibly reinstall the old parts because I did find a piece of metal jammed in the needle seat last time I pulled it. Any other ideas of why this may be happening would be appreciated.
