I purchased a 1973 115 HP Johnson outboard is it possible to add a tell tail?

Yes - a quick Google search "Adding tell tale to Evinrude" will give you lots of pictures and instruction.

There may be a pipe plug on the side of the # 1 cylinder for a fitting.----------Or a " boss " where that fitting was on older models.---Easy to drill there for a fitting.
