Tell-tale part of cooling system? BF45

Is the tell-tale the exit for all of the engine coolant? Or just at visual "leak"of some coolant?

If the tell-tale is plugged, does the engine NOT get ANY coolant?
 
In the 45, the cooling water comes up from the water pump to the base of the powerhead. There is kinda "t"'s off ....with one part going to the telltail and the major portion going up through the head and block, through the thermostat and back out through the exhaust.

So...if the telltail is blocked, the engine can still be cooled. You just have to know whether it is blocked or if the impeller is actually not pumping water.

That's what I thought, but was putting off clearing a plugged barb connector for the tell-tale.

Last night I got to it, cleared the plug and found the barb connector tapers smaller towards the exit. Drilled it out a bit larger and now it shoots one heck of a stream!
