Tachometer reading

I have a 1996 90hp johnson and

I have a 1996 90hp johnson and i was wondering what would cause tach to read about 1000 rpm higher than engine is turning I am not sure of how much it is off but it seems to be reading higher than what engine is turning (based on sound of engine)
