Tach not working

I have twin Crusader 8.1 HO 2003. Port side Tach works great but Starboard does not work at all. At the helm I wired the Starboard Tach to the port wires and it worked fine. Not a Tach problem. Took a Volt meter to the gray wire on Starboard side and it only read 1V. Port side is 3 to 4 volts. So it's either a bad crankshaft sensor of ECM right?

It could also be a bad wire.

it won't run with a bad crank position sensor.

bad wire, bad crimp, dirty connector or pin not seated in the connector shell are much more likely. The ECM has a tach driver circuit in it - they are usually pretty tough and hard to hurt.
