T9.9XPA Power Tilt issue

Good afternoon.

I have a 2011 Yamaha T9.9XPA and the motor is stuck in the up position. I tried to loosen the valve release but only have a 1/4" flat blade. I am concerned that it is not wide enough so I did not apply too much pressure. The screw did not budge.

Does anyone know the correct size flat blade to use? 1/2" or 5/16" maybe? Like I said, the biggest I have is 1/4".

Next question. Even though the motor is in the up position, I am able to give it a short crank and it turns over. Don't want to do that too often as it could damage the impeller. If the motor cranks does that mean there is enough juice in the battery to operate the power tilt? The batteries are old but still work. Plan on changing out the batteries soon but if someone thinks it needs more umph from the batteries then I will change them out now. Just not ready for that. I am moving the batteries from the aft lazerette to inside the boat.

And last question. I do not suspect a leak in the power tilt. If there was a leak, the motor would eventually start to move down due to the lost of compression of the oil in the reservoir. Would that be a correct assumption?

I also do not believe it is the piston rod. I have soaked the rod with PB Blaster and it still has not budged. Maybe the pivot pins could be stuck.

So if anyone has any suggestions I am all ears. I don't want to take the motor to Yamaha dealer. I think this can be repaired by myself unless the whole unit is kaput.

The motor is used on a 27' Sailboat so it only is used for docking and getting in/out of the harbor.
