syncing carbs and setting idle year 2000 F100TLRZ

I have a new to me F100 that was bogging between 2400 and 2800 rpm last year when pulling up skiers. Once through the bog range it accelerated well up to 6000 rpms at full throttle. Over the winter I took the carbs off and had them rebuilt at an excellent local carb shop. I reinstalled them, ordered an Carbtune meter and am trying to sync the carbs. Before I began the process of syncing the motor was idling normally, but the carbs were out of sync. Now the carbs are more in sync, but it is is above 3000 rpms with the throttle idle adjustment all the way out. I am heading to the library to get a service manual, but does anyone know what I might be doing wrong?
