Suzuki DF15 with no manual start?

Hi all , Just purchased a second hand Suzuki df15 ( 2003 ) four stroke outboard for my Linder 445 sportsman basic aluminium boat , came with remote steering wheel / cables and throttle controls with key start , electric/battery leads , just replaced engine and gear oil , oil filter, spark plugs , fuel filter, don't have a problem with key starting but will not start manually on tiller start , I do not have the gear change/ accelerator cables attached at present as I am running it at home on my engine trolley and water hose supply , am I doing something wrong or with the key in the off position and the man overboard lanyard fitted should it not start manually .
