Suzuki DF140 Power Loss

Hello, my suzuki DF140 is having troubles getting past 3000 rpms, it gets up to 3000 rpms and then stutters going from like 1800 to 2900rpms. The fuel is good I hooked the fuel line up to a gas can with fresh good fuel and it still had the same problem, dont know what it could be. I will attach a video because it is hard to explain what is happening;

Its out of the water right now, it started happening after a lot of water got into the bilge and the boat sunk a little. I suspected water got into the fuel but that wasn't the case. It is a massive power loss can you tell me what else could be causing this maybe?

Yes it was about halfway submerged

Check neutral switch on motor linkages.----If equipped with that it might be found on the motor.----Year of your motor ?
