Stuck Starter

After the engine had sat for two years I cleaned the carbs and got it going two weeks ago. Today when I went to start it, the engine would not fire and the starter would not disengage from the flywheel. I am using non-ethenol 90 grade fuel which I just purched two week ago.

Any suggestions,

What year, make and model is your motor?
As for the starter motor not disengaged: Once the motor fires and the flywheel spins faster than the starter's pinion gear, it will disengage. You can also: with the spark plugs out, turn the flywheel while pulling on the pinion gear to help it down, clean out the dried grease and lube it slightly.

Basic rules:
1. Check compression
2. Check spark
3. Proper carb sync/setting
4. Proper starting procedure
With a fully charged battery and the cranking rpm is sufficient, what ran 2 weeks ago, should run 2 weeks now, unless water in fuel, spark went out, stuck needle valve, flooded (with choke in too long), etc...
