Stuck shift lever 90 how Johnson 1990

I have the service manual, and I have removed the cotter pin but I can't push the shift lever over any a all. Is there a trick to it? I can't see it very well because of it's location.
 
It is a hitch pin that you remove.-----Post the part # of the pin that you removed.-------No tricks to this at all.
 
Possibly a salt water motor.-----Use more effort I would say.-------You are on the right path for this simple procedure.
 
Thanks for the encouragement. Should I disconnect the shift cable? It didn't say anything about that in my manual
