Stuck again

....just got boat back from dealer...2001 evinrude 250 ficht....1 week ago while driving it made i beep and cut out....would turn over very slow but if i jump starter relay it would turn over normal but still no start....took it back to dealer and they replaced the computer under warr..(used computer)....(just bought motor from them)....picked it up this weekend driving for 3/4 hour and same thing .....its in there yard again....my question is what could be the cause of repeat failure of the computer?......charging system is normal and batteries are new....
 
Possible electrical short at ignition switch or elsewhere that is allowing voltage to travel to the "Black/Yellow" wire that leads to the powerpack.

Voltage applied to that wire (Kill Circuit) will destroy the powerpack.
 
You have an inexperienced Ficht mechanic working on this. Shotgunning the EMM...errfffff.....no good. You need to really search around and find a good Ficht guy. The Evinrude "certification" doesn't always mean quality service. From your description, you probably have issues in the PDP, or Power Distribution Panel. This slow cranking speed is the first place to start in the order of things to fix. That particular problem is probably related to the battery wiring, cables, or the solenoid itself. Once it cranks correctly, then you can tackle any other issues. You need a guy that can read the EMM codes and properly diag the engine. Where you located, anyway? I wouldn't mind looking at it for you if possible.

This place does have a good tech and the ability to re-map and program the computor....funny what you said is what he is doing....he just called me and said he is replacing the power ditribution center and the complete wiring harness along with the computor.....i am in connecticut so you are a bit of a drive and i do appreciate your input.....i am getting tired of coming back on the kicker motor.......
 
Tell him to do a voltage drop test across all the "legs" of the entire starter circuit. Both the pos and neg sides. He should know exactly what that is, and it will determine why the starter is spinning slow.

EDIT:
Replacing all those parts...hmmm....shotgunning the whole thing. Is he robbing another motor for these parts?

I WAS AN ASE CERT AUTO TECH AND NOW SERV DIRECTOR SO I UNDERSTAND THIS ...BUT 1 THING YOU MISSED IS WHEN I PUT 12V TO THE S TERMINAL AT START RELAY (ford style relay) IT CRANKS NORMAL BUT NO START AND FUEL PUMP DOES RUN.....WHEN I MEASURE VOLTAGE AT THE "S" TERMINAL WHEN I TURN THE KEY IT IS 5V....AT THE IGN SWITCH IT IS 12V....THAT WIRE GOES THROUGH COMPUTOR AND COMES OUT ANOTHER WIRE TO RELAY....
