Stretched throttle cable

got the motor running and purring quite well in the water.
Next Problem -
If I adjust the throttle cable to where it wil pull the boat back down to idle, it will not idle up with the lever, or get full throttle in forward or reverse.
If I adjust it to get high idle with the lever or full throttle with shifter, it will not idle down to normal when I return everything to what should be idle position..
It doesn't pull the timing and throttle arms back against the stop, that when pushed to, gets correct idle.
Is this indicative of a stretched cable ?"

"If the cable is the older type whereas the ends are removable, they may not be installed/adjusted properly, OR the inner cable may have broken off at one time and is too short.

Got that piece installed and all is well again !"
